We have just found that the Gateway (cisco) had an
wront access-group configured, and it was dropping our packets. So there was
absolutely no reply at all.

Cisco AS router is dropping the call however you have not provided enough
information on why it is doing so. You need to review the DRQ message to find
the call end reason.
