I've now captured the packets between the originating caller and gk-a, and between gk-a and gk-b for the first two calls. For the second call, the one that does not work, there appears to be no traffic between the two gatekeepers after the H225 RAS Location Request and H225 RAS Location confirm messages. Looking at the traffic between the caller and gk-a, for the call that works there are three additional packets compared to the call that fails, which ethereal decodes as Q931 H225.0 CS: alerting and CS:connect. I've compared the contents of the LRQ and LCF messages between the two gatekeepers for the two calls, and they are identical.
