I've seen this when I talke to an nCite session border controller.
The H245 messages *seem* to indicate he's sending me capabilities with port 0 specified for media. this may be related to this listed in the manual:
A fix for RTP/Q931/H245/T120PortRange to correct a bug with port range wraparound if the last port is 65535. This caused a next port to be set to 0 and any subsequent port allocation to fail.

We still have frequent lockups and watch things very closely. We notice that the TIME_WAIT count starts rising until the Gatekeeper process locks and does not come back. Watching the log shows, thousands of these entries scrolling. Any ideas??
