No, it's not (theoretically, it's possible with virtual queues
or RADIUS/SQL based routing, but this is not the way to go).
Try to disable gatekeeper registration and setup this endpoint as a permanent endpoint.

is it possible to rout all calls with prefix 1 and 9 (ex. 994434234, 1155) to terminal
which register with:
RCF|192.168.0.200:1720|1:dialedDigits=9:dialedDigits|terminal|8796_endp
?
