As far as I can glean from the manual these are the only sections of the config that can result in security denial:
If I'm not mistaken, securitydenial is the default reject reason. I think it's thge most common LRJ reject reason you see. The log of the sending GK should explain why it is sending this (hopefully).
Unfortunately, the logs on neither gatekeeper have been particularly illuminating. :(
