It should work fine. Try to simplify the config
and use only these few lines:

Host=
AcceptPrefixes=
SendPrefixes=
ForwardHopCount=

I have two instances on gnugk configured as Neighbors

when I register to GK1 and dial, it sends to GK2. I can see the LRQ and then an LRJ for security denial at GK2.
