you can not register (via RRQ) to more than one gatekeeper.
However you can "speak" to your carriers either as GW-to-GW (permanent 
endpoints) or neighbors (LRQ).

Regarding ASR and LCR, it can be done via Radius. It is up to an application 
written to help Radius server with such decisions.
