Is there at least note about receiving a HUP signal
in the log? Did you try reloading by hand, using kill -HUP PID?
Maybe /var/run/gnugk.pid contains and incorrect PID
or the HUP signal is mapped to something else, I don't
have any idea. Or maybe the build is broken.

I am very glad for you!
But for me it isn't work on 2 hosts with different variants of ASP-Linux 7.3
pwlib/openh323 Pandora
gnugk configured --with-large-fdset only.
I've checked current CVS too!

And nothing in log files.

How can I find the source of problem?
