Make sure you have a clean build (run make clean first). Then make sure your config does not contain EncryptAllPasswords=1 and you RadAcct config section does not contain KeyFilled variable. And make sure that your SharedSecret matches the one in the RADIUS config.

(OpenRADIUS-0.9.9) and it worked fine:
