The syntax for "Servers" variable requires two ports, the first for authentication, the second for accounting, so your RadAcct sections should look rather like:
Servers=xx.xx.xx.xx:1812:1813
or don't specify ports inline and use DefaultAcctPort, DefaultAuthPort. Don't append semicolons at the end (although it should not do any harm).
But your problem is different - your endpoint does not send RRQ/ARQ and you don't have AcceptUnregisteredCalls=1, so direct calls are rejected.
