As it is seen in the debugs, an DRQ (Disenage Request) is sent by the originating party (.98), which I suppose is the Lucent MAX PSTN gateway. Could you tell us which are those IPs: 80.92.13.129 and 80.92.13.99 ? Also, you could try changing the call signal port to 1720 (as shown by the debug, it is set to 1721).
