RadAcct is used only to store accounting information, so it will not calculate allowed call duration limit and check if the dialed number is in your tariff table.
RadAuth module requires username/password to be sent from originating endpoints. But you can always use RadAliasAuth, that does not have this restriction.
Just configure user entries properly: setup framedip field and set checkh323id to true/false depending on whether you want to check h323id too. chappassword should be set to the same value as FixedPassword in the RadAliasAuth config.
