It depends what you mean by rerouting...
It supports only selecting the first gateway that has available capacity
- it does not reroute failed calls.

At the manual I saw the following:

          Per-Endpoint Configuration Settings:
    [RasSrv::PermanentEndpoints]
    192.168.1.1=gw1;48
    192.168.1.2=gw2;48

    [EP::gw1]
    Capacity=60
    GatewayPriority=1

    [EP::gw2]
    Capacity=30
    GatewayPriority=2
