Hi,
Your 5300 seems to have two IP addresses, .1 and .254 (on the same subnet?). I can't tell whether these are on separate interfaces or on sub-interfaces.
It is using .254 as the source address when contacting your GK at .18, but offering the .1 address as the call signal address, which I think is confusing the GK.
If these are separate interfaces, or if the IOS allows you to do this with sub-interfaces, try putting the h323-gateway voip interface command and associated commands under the interface associated with .254
