I AM compiling it as root! It is my belief that it is trying to 
EXECUTE /usr/local/include as a command, owing ot some kind of config 
problem.

Its definitely /usr/local/include on my machine.

pg_config --includedir
returns /usr/local/include

It is in the default path, so this is not the problem!
