well running in true gatekeeper routed mode and using LRQs you would have to 
specify the remote gatekeeper in the neighbors section for it to process 
calls BUT a gatekeeper can register as a terminal or gateway and send calls 
just like an endpoint so if you simply allow any gateway to register a remote 
GK can also if configured as a gw.
