look to your phone configuration,
you probably use G.729 (8kbps) over WAN, or G.711 (64kbps) in LAN
gatekeeper doesn't do any job with codecs, it working with signaling stream, 
and even in proxy mode, only changes RTP (voice) stream headers,
but encoding/decoding is job for end systems (phones, gateways)

Some people asked me what codec is used for my VOIP service... Ha... I don't know actually... My job is to install gatekeeper and billing system and test it with my phone. Could anyone tell me how I could check what kind of codec I am using?
