Hi Eder,
I know the followings that may help you.
(Note that, I tried to register and call both h323id and real phone number from NetMeeting
I never try to call without register, but no RRQ, ARQ authentication should allow to do it.)

IF your NetMeetings are not registered to GK, your GK INI file should include,
# If routed mode required.
[RoutedMode]
...
AcceptUnregisteredCalls=1
...

# For ARQ Faatures!
[RasSrv::ARQFeatures]
...
CallUnregisteredEndpoints=1
...

And although, the are not registered, allowed to call? what kind of error messages you have in gnugk -ttt -c CONFIG file logs?

For NetMeeting part.
to call another machine with h323id
h323:myothernetmeetingh323 name => need to be registered. (maybe h323id: I dont remember now)
callto:905331234567 => to call a phone number.(callto: is TRUE. I remember)

Windows NetMeeting 3.01 at least and Service Pack 2 REQUIRED.

best regards.
