Least cost routing

Hi people,

I'm trying to use gnugk to substitute a Cisco Call Manager.
In order to do that I need to do a couple things I haven't
been able to find out how to do:

1.) Have a certain prefix that can be routed through varius providers
following a certain order (if one fails I try the next)
2.) Make a dynamic setup of the routes for a certain pattern (having the
route patterns in DB would be the best)
3.) Make dynamic routing decisions (least cost routing)

I could make my own implementation of these and other features if I
could run a program in perl (or any other language) at the moment of
making the route decision.  Is this posible?
