This sounds similar to what I'm trying to do.

I want to be able to take calls from an unregistered endpoints (which I have entered as 
a neighbor) and send the calls to registered endpoints. However I find doing this by 
simple call forwarding doesn't work. 

I have the following entries

AcceptUnregisteredCalls=0
AcceptNeighborsCalls=1
RemoveH245AddressOnTunneling=1

and then I have the unregistered enpoint entred in the [RasSrv::Neighbors] section.

The problem seems to be the registered endpoint doesn't take the call from the 
unregisted endpoint. However it does work the other way i.e. I can take a call from a 
registered point and send it to an unregistered point.

On the other hand if I have another unregistered endpoint in the Permanent endpoints 
section then I can take incoming calls from the Neighbor and forward them on fine.

Any ideas? PLEASE :-)
