No, it wouldn't.
There was dicsussion about accepting calls from permanent endpoints, something like adding option AcceptPermanentCalls, but, as I understand, it is only the project...


IMHO, it would be comfortable because neighbor section is used for other purpose - to send/receive location requests to/from neighbor gatekeepers.
