The problem is that gnugk doesn't support more than 1 call in one signaling channel. Cisco with IOS >= 12.2 tries to put second call in the same tcp connection as first one. If endpoint can't accept it (Warning: duplicate Setup? ignored!) it has to answer ReleaseComplete PDU with cause: "newConnectionNeeded". Gnugk <= 2.0.6 didn't do this, but in new version 2.0.7 this "bug" is fixed.

So you need to update your Gk to 2.0.7. This is a best way to solve the problem.
