I thing the problem is here:
Your gnugk configured to use 1721 port as signaling port: CallSignalPort=1721
and you cisco configured  to use 1720 port: RemoteSignallingPort=1720
Try to change  CallSignalPort=1721 to CallSignalPort=1720
