How to config 3 redundant GK? [refined illustration]

Hi,
 
can anyone please tell me how to config a redundancy on 3 GKs as illustrated below:

                      GK1 => GK2 => GK3 
      (where "X => Y" implies Y is a redundancy of X)

the above illustration would imply that GK1 = GK2 and GK2 = GK3, hence GK1 = GK3.
 
so far i have successfully implemented redundancy on 2 GKs, but not on 3 GKs.
when implementing redundancy on 3 GKs, GK1 forwards RRQ to GK2 no problem, but GK2 never forwards RRQ recieved from GK1 to GK3.
additional observation is that GK2 would send RRQ to GK3 if the RRQ is directly from an endpoint.
my config file on the 3 GKs are shown below:
 
GK1: (IP=10.1.1.1, ID=GK1)
AlternateGKs=10.1.1.2:1719:false:120:GK2
SendTo=10.1.1.2:1719
SkipForwards=10.1.1.2
EndpointIDSuffix=_pgk
 
GK2: (IP=10.1.1.2, ID=GK2)
AlternateGKs=10.1.1.3:1719:false:120:GK3
SendTo=10.1.1.3:1719
SkipForwards=10.1.1.3
EndpointIDSuffix=_bgk1
 
GK3: (IP=10.1.1.3, ID=GK3)
EndpointIDSuffix=_bgk2
