I've run into some applications that don't cleanly close unused sockets. Linux has a default value of 7200 for net.ipv4.tcp_keepalive_time. As I recall the value is minutes so 7200 is like 2 hours. I changed the parameter to 450 and all my problems went away.
the command to do that is:
sysctrl -w net.ipv4.tcp_keepalive_time = 450
In my case, the unused sockets were for XML-RPC connections, but it might help here too.

Hi again, Michal.
What arbitrary delay you talk about?
Yesterday one call placed at 18:38 Msk and ended at 18:41 Msk was closed by gnugk only at 20:03 Msk.
And logical channel between gnugk and terminating gw was not closed.
Among other things this phenomenon results in occurrence superfluous IP traffic. And I could not understand, why January, 1-st at rather small amount billing minutes IP traffic of time in 4 has exceeded usual IP traffic (on a parity)!
Excuse me for whining. You are not obliged to pay attention to this problem. But to pretend, that it does not exist, simply strange!
Igor.

There is nothing wrong with the open sockets. These can be deleted with some arbitrary delay and should not affect other calls.
