2.07cvs - GK Prefixes - is this the intended load balancing?

gatekeeper.ini:-

[RasSrv::GWPrefixes]
GW1=1234,1235
GW2=123
GW3=123

All calls begining with 1234 and 1235 get routed exclusively to GW1.
All calls begining with 1231,1232,1233,1236,1237,1238,1239 get shared
between GW2 and Gw3.

Is this the intended logic for load balancing?

I had assumed that all calls begining with 1234 or 1235 would get shared
between GW2 and Gw3 as well as the explicitly notified GW1.

I was proved wrong when I tested it out and found that only "non 1234/1235"
calls were routed thru' GW2 and GW3.
