You can configure it to: 
*) route to a destination specified by the call (IP address),
*) route to a gateway based on prefix,
*) route to a parent or neighbor gatekeepers (ARQ,LRQ).

Rather not.

You can limit max endpoints/calls in the config file. No. of concurrent calls
depends on what settings you are using (proxy-no proxy,signalling routed-direct mode).
