It was due to a "feature" (bug?) in GnomeMeeting-0.98.5 which has a strange way of dealing with SPACE characters in the h323_ID: it removes them from where i add them, and it adds them where i don't want them. :-/ As a result, it was always enforcing a typo error when i was calling the other party and typing in the h323_ID. GnomeMeeting-0.96.0 (the one that's installed by default on Red Hat 9) doesn't mangle the characters, so i was able to place a call correctly. It even interoperates with NetMeeting, so i'm happy so far. It's strange, though, that the error got reported as a bandwidth issue instead of reporting that there's no one registered at the gatekeeper with that h323_ID.
