RCF Messages Flooding note

I have successfully tried multiple gateways on 1 IP using NAT32e and Draytek
routers on a few ISPs. In the case of certain ISPs who have recently turned
off PING and TRACERT, we find that after a period of internet inactivity or
when there is no response from a NIST server (Internet Time Server) to update
the clock of the Router or when a temporary increase in latency of the net
occurs, the incoming packets to the router are blocked in it's entirety
requiring a power on reset of the router for normalcy. When the router enters
this blocking mode, none of the NATed machines can access the net, and the
NATed gateway's(GW) RRQ reaches the GK and the GK registers the GW and sends
the RCF which does not reach the GW. Hence the GW repolls the GK and a racing
condition occurs.

I have OverwriteEPOnSameAddress enabled. Latest CVS v2.07, latest
PWlib/OpenH323 lib from sf.net - OpenH323gk on Win98.
