It seems that the endpoint is broken (I am not sure if it is the best word...).
It signals in GRQ that it is capable of the following H.235 procedures: CAT, MD5 and Auth Procedure I.
Radius does not support MD5 and the gatekeeper cannot deal with Auth Procedure I currently,
so we tell the endpoint (inside GCF) to use CAT (radius based) authentication scheme.
And the endpoint sends in RRQ only CAT token - we do not need then send
any H.235 tokens in RCF message.

My guess, is that the endpoint requires H.235 Auth Procedure I to work well.
But it should send then nestedCryptoTokens inside RRQ too.
