That's performed by the radius backend. I would setup radius
server just as a simple tool that queries a database for attributes.
Database can do lots of fancy things inside stored procedures
that will process your Access-Request and either accept the request
or reject the request, returning approtiate reply attributes.

One condition is that you are using a good database engine...
