I think you've really hit the nail on the head. Back in the late nineties/ early 00's I worked with a lot of carriers to carry bulk international traffic. My experience is that there will always be at least two applications for two different flavors if this similar data. The measure Michal predominately talks about is hard and well defined, and is invaluable for troubleshooting and diagnostic purposes, so you can find out where the subjective delay is coming from. However, in evaluating your network, you will ultimately have some guy with a stopwatch pressing the last DTMF digit on his office phone and measuring the time until ringing starts. If there is any way to get an indication of both, that would be ideal.
