If you look at the documentation and sample ini file you will see,
that acct port need to be set as a second one, like:

[RadAcct]
Servers=localhost:1812:1645

I know that the first one is not needed by accounting module,
but we use the same radius client for both auth and acct, 
so the config looks the same.
Also, maybe in the future, we will move server configuration 
to some separate section.
