What version does this apply to?  I think they just put out another version, and
I'm wondering if this is fixed.  If not, can we just use a string?  And, if we
have to use it, where is the Cisco stuff documented?

OK. I see the problem. There is a bug in radauth that expect
Session-Timeout to be a string attribute like Session-Timeout="100"
instead of integer attribute Sesstion-Timeout=10.
But you can still use h323-credit-time - you just need to comply
it with Cisco funny standard - embed attr name inside attr value, like:
    h323-credit-time="h323-credit-time=100"
