Hello Little dragon,

E164 numberplan means it is logical everybody is using the same format and
the number needs to be unique taken from a central dbase. You should do the
same when using a VoIp environment.

Recommendation E.164 provides the number structure and functionality for the
three categories of numbers used for international public telecommunication.
All telephone numbers can be called if a number is dailed of upto 15 digits,
made up of a one to three digit country code (CC), followed by the
subscriber number (SN). The first few digits of the subscriber number can be
a so called National Destination Code (NDC), which can identify the type of
telephone number you're calling.

check www.numberplan.nl and www.numerplan.org and www.numberingplans.com and
also the www.cisco.com has some good information on how they implement
numberplans in their closed VoIp setups.
