Tom,

They are prefixes, they match any destination number which has
the first digits the same as the prefix:

[RasSrv::GWPrefixes]
foo=01144,14165551234

In this example all direct dialed international calls to the UK as well
as calls to a particular number in Toronto will use the gateway foo.
