This question is too general. It is like a "Do we need Toyota or Mitsubishi to travel from home to work?".
You should choose backend system that is:
1) well known for you;
2) cost effective;
3) suit your needs.

GNU GK offers several backend connections - MySQL, LDAP, text file, Radius, status line.
You should first think what features do you need, then which method will be able to bring this
features working.

Radius server should no be located on the same server as GNU GK, so it does
not have to be on Windows platform.
