Mingw32 port

Hi Folks,

My diffs for mingw32 port have been mailed to classpath-patches.  I
believe that my mail is being held pending list-moderator approval due
to their heft.

Any questions or comments would be appreciated.

Most of the changes are simply to allow compiling when WITHOUT_NETWORK is
defined.  The Makefile.am changes are to support using ';' as a path
separator instead of ':'.
