There should probably be some sort of make target to be able to generate a plain text version. If someone needs to read INSTALL, they might not know how to generate a version they can read.

I'd suggest doing it the way it works for gcc: there is a version of the installation docs online.

So far, I've moved the sections considering (optional) prerequisites into respective portions of the hacking guide, and I've added a new section describing the remainder of installation options to it. I'll send out a patch to the list
when I'm done moving things over.
