Running (user) program after network mgr does its magic?

Is there some way to run a program as a user after network manager has
brought up the network?

I am aware it's possible to run (system) scripts/programs by putting
them in /etc/NetworkManager/dispatcher.d/.  However, I'm looking for a
way to run dropbox, and it should be run in the desktop (so it can
"attach" to the panel).

Unfortunately dropbox, if it's started before the network is up,
doesn't react on when the network becomes available.

Any ideas?
