Thanks to the kind folks who replied.  

I reinstalled kdeutils package.  It did not fix the problem.  I had
previously reinstalled kgpg.  When I did that it uninstalled kdeutils.
When I reinstalled kgpg, it did not reinstall kdeutils.  Now I have both
installed but it still won't startup.  

Then I ran strace as Peter Gordon suggested.  Wow! The result is very
long.  Should I post it all?  Can I use an attachment?

Because it is so long I will try extract the parts that are not showing
errors.

The start...

Over and over again it cannot find "/etc/ld.so.nohwcap", but that seems
to be ok since it continues on.

Later it starts having lots of trouble finding "dbus-1", "cmov", and
several other files.  It appears to be looking in several places for
them:

/lib/tls/i686/
/lib/tls
/usr/lib/tls
/usr/lib
/lib/i486
etc

I guess it has to check in several places for certain files, not knowing
in advance exactly where they are.  It doesn't appear to be particularly
bothered because it keeps going until, finally at the end, it seems to
die.

I guess that last read finally killed it.  Maybe it could never get the
time of day?
