And that means you could accomplish what you want with some GConf fiddling. In the Configuration Editor, look at /apps/metacity/global_keybindings/run_command_$i for $i from 1 to 12. Set one of these to the appropriate string representation of Window+L. (Look at what's set for run_command_terminal for the correct form, since that's already working for you.)
