I am.

Yes, I have the same experience for any application that wants me to
type my sudo password on startup.

Actually, no.  I use NetworkManager too, and I'm currently connected
wirelessly.  The delay remains.  Also if I uncheck "Enable Networking"
in the applet menu, so everything is disabled, I get the delay.  Also
if I switch the wireless off with the hardware switch on the front of
my laptop, I get the delay.
