why menu couldn't be torn-off for gnome-panel?

Hi, guys!

I like the tear-off feature of menus. It makes menu more handle, esp.
for large menus.

Unfortunately GNOME 2.x disable it by default -- I can turn it on by
setting the gconf key
'/desktop/gnome/interface/menus_have_tearoff', but this setting
doesn't apply to the 'start' menu.

I made a test, only a few lines are needed to implement this feature.

But is there any good reason why we dropped it when going from 1.x to 2.x?
