Is your env variable XDG_CONFIG_DIRS set ? If not, try setting it to
export XDG_CONFIG_DIRS=<Your Gnome installation prefix>/etc/xdg/menus
for e.g XDG_CONFIG_DIRS=/opt/gnome2/etc/xdg/menus
If it still doesnt work, can you post your .xsession-errors file here ?
