How would the panel know it is being touched (in order to raise it) if
the panel is off screen? 

Sure you might be able to hack something up where those pixels just
aren't shown, but unless your willing to write the patch yourself, I
don't suspect anyone will see it as a high priority feature.

Personally I just put up with losing that one pixel row. Its hardly
noticeable.
