gnome-session overrides xset from .Xclients?

I want all users in all sessions to not be annoyed by beeping.

I have found that

xset -b

inside X will make the beeping stop, but I want it to happen all the time for everybody when X start with gnome-session.

Even if I make my own ~/.Xclients that just has

xset -b &
exec gnome-session

Still the beeper is not turned off.

It was not always this way, but now it is in Gnome 2.4 from Fedora Core 1.

If you can help me, I will appreciate it.
