I believe the ask is also around instructions for actually obtaining the new bits from the distros... what repos need to be changed (if any) and whether old packages need to be removed.

This was because 3.13 was EOLd when 4.0 released, and hence this guide
for 4.1 does not capture the release number 3.13 in its initial note.
The procedure to upgrade from 3.13 to 4.1 is the same as for other
version, hence the same guide can be used to achieve the upgrade.
