Yes this configuration is fine. You can add them and do the rebalance after that.FYI: Replica 2 volumes are prone to split-brains. Replica 3 or arbiter will highly reduce the possibility of ending up in split-brains.
If possible consider using one of those configurations. For more information go through [1].
