Okay so you are running 3.7.11.
1. Was your volume created when you were running an older version?
No, 3.7.11 was a fresh install

2.What is the glusterd op-version on all nodes? (`cat
/var/lib/glusterd/glusterd.info|grep operating-version`)

What is the value of this?It should be 30710 for a fresh install of 3.7.11.

Thanks,
Ravi
3.Does /var/lib/glusterd/vols/gvo10/info have 'arbiter_count=1' ?
All the nodes have this infos
root@nginx:~# cat /var/lib/glusterd/vols/gvol0/info
type=2
count=3
status=1
sub_count=3
stripe_count=1
replica_count=3
version=2
transport-type=0
volume-id=5c6827b6-8005-41f1-b55c-a4f9765e0afe
op-version=2
client-op-version=2
brick-0=pc01:-var-lib-gvol0-brick1
brick-1=pc02:-var-lib-gvol0-brick2
brick-2=pcgw:-var-lib-gvol0-brickgw
